THOROUGHBRED WELFARE, located in Flemington, is a horse riding field dedicated to the highest standards of thoroughbred welfare in Australia. As an initiative backed by Racing Australia, THOROUGHBRED WELFARE seeks to ensure the well-being and care of every thoroughbred throughout their journey in life.
Racing Australia, in collaboration with its Principal Racing Authorities (PRAs), has established and enforced guidelines and policies that prioritise animal welfare. The organisation constantly seeks to identify emerging issues related to animal welfare and takes a leadership role in implementing common policy approaches with minimum standards.
One of the key areas of focus for THOROUGHBRED WELFARE is traceability, which begins from the moment a thoroughbred is born. Racing Australia introduced new rules in 2016 to enhance this process. Foals must be registered with the Australian Stud Book (ASB) within 30 days of their birth. Additionally, a Foal Ownership Declaration Form must be lodged within a further 30 days of registration.
Any change in location of an unnamed horse must be reported through an Unnamed Horse Change of Location Form within seven days. Lastly, an Unnamed Horse Transfer of Ownership Form must be completed within four weeks of the transfer taking place.
Once a thoroughbred enters the care of a licenced pre-trainer or trainer, THOROUGHBRED WELFARE ensures that strict guidelines regarding traceability and ethical practises are adhered to. A Stable Return must be kept up to date by the pre-trainer or trainer, which provides information on the location and status of the thoroughbred at all times. Stewards appointed by each Principal Racing Authority (PRA) closely monitor the preparation and treatment of the thoroughbreds prior to and during racing, ensuring their well-being.
After a thoroughbred completes its racing career, all industry participants have a responsibility to uphold the welfare standards. THOROUGHBRED WELFARE supports various programmes initiated by Principal Racing Authorities (PRAs) that aim to re-train and rehome retired thoroughbreds who are not transitioning to the breeding industry. In 2014, new rules were introduced that require owners and trainers to inform Racing Australia about the retirement of horses, the reasons for retirement, and the destination of the thoroughbreds. Data shows that approximately nine out of ten retired thoroughbred racehorses were successfully placed in either the breeding or equestrian sectors.
