In 1963, following the Tamworth City Council's decision not to build a second swimming pool, a group of business and professional people from West and South Tamworth had formed a committee to prepare plans and raise funds for a swimming pool at Scully Park, opposite the end of Kathleen Street.

Emery G. Nemis, the designer of the Southgate Centre, drew up plans for a pool complex which were acceptable to the committee. It was originally thought that the estimated cost of the project, which would include three separate pools, would be in the vicinity of £60,000 but, as the plans were developed, it was realised that the cost could be nearer £70,000.
In order to qualify for a government subsidy, also of £10,000, tenders for the project were called by the Tamworth City Council. By the end of 1965, the working plans had been received and were being examined, but work did not begin on the project until 1967.
